DNS Migration

Upload a Route 53 hosted-zone export (list-hosted-zones plus list-resource-record-sets, combined or per zone) to get the Cloud DNS Terraform and the staged cutover plan. Everything that does not map cleanly — a latency routing policy, an alias target, a geolocation default — comes back flagged with the reason rather than silently converted. Nothing is persisted and nothing is executed here: a cutover moves real traffic and runs for hours, so it belongs to a migration run with its approvals and audit trail.
